The project fosters digital culture among rural citizens by demonstrating ways to bridge the digital divide through advanced broadband telecommunications (satellite, wireless) providing participated remote areas with access to the Info- Society. Existing local establishments are turned into pilot telecentres (min. number of 9) functioning as a hub, which provide the local labor force and citizens of all ages with fast Internet access to opportunities for lifelong learning creativity and development. The project involves users in the creation or adaptation of applications specifically addressing their own needs, so that users perception of their problems leads telecentre activity and not imposed solutions. Implementation is based on analyses of user needs, cost/benefit of technological options, compatibility with national strategies, and identified best practices. Partners come from regions with common characteristics and share experience in ICT and spatial development issues
